Why do we need National Competition Rule/s (NCR)?
The object of the NCR is to ensure that the conduct and promotion of motor sport in Australia is carried on in a manner which secures and enhances the safety of spectators, officials and competitors and which encourages the sport to be competitive and fair.
What are Supplementary Regulations?
Supplementary Regulations are the specific information relating to an event. The Supplementary regulations are governed by NCR 67 and the relevant discipline’s standing regulations.
Why do I need an Event Organising Permit?
An event organiser will need an event permit, in with accordance with the National Competition Rules. The permit indicates to everyone involved in the event that everything has been approved by CAMS, and signifies that the event is covered under the CAMS’ insurance policy.
What is a Bulletin?
CAMS activities are communicated to members through bulletins, whether it is about a specific issue in supplementary regulations, sporting regulations or technical regulations. A bulletin for an event is usually released on the day of an event and is approved and signed by the Stewards of the Meeting on behalf of CAMS. Bulletins need to be sighted/received by all competitors or teams entered in an event. A bulletin in this case may be for the simple fact of notifying competitors of a change of location for the drivers’ briefing, or for the purpose of indicating something more in-depth such as changes to the format of the event. Bulletins are also released by CAMS for the purpose of amending the NCR, standing or technical regulations, and these are found on the CAMS website. They may be issued, among other reasons, for the purposes of approving Regulations for a Championship, or for implementing new safety measures.
What are Further Regulations?
Further Regulations are issued by the organiser with information that has changed / been updated since the issue of the Supplementary Regulations. Sometimes information cannot be issued until closer to the event date (i.e., certain officials may not have been appointed until closer to the event), and Further Regulations can be utilised to update competitors. Further regulations still need to be approved by CAMS, through the Permit Administrator in the same way as Supplementary Regulations are approved.
What if I need to cancel or postpone the event?
The event organiser will need to contact the permit administrator as soon as possible if the event is to be, or has been, cancelled. The permit administrator needs written confirmation of the cancellation, ideally with a reason stated. If the event has been postponed, let the permit administrator know as soon as a new date has been chosen so the permit details can be updated and prepared for the new date.
How do I know if a venue has a Track Licence?
To see whether a venue already holds a track licence you will need to contact the relevant CAMS State Office. Certain motor sport events require a track licence to be issued, owing to the safety requirements for the discipline.
What are the CAMS officials that I require to run the event?
Depending on the discipline and level of event the officials may differ slightly. NCR 162 states the minimum essential officials required for the majority of events. The standing regulations for certain disciplines (for example for Motorkhanas, the National Motorkhana Code) may specify a lesser number of essential officials.
When should I send in my application to run an event?In basic terms there are two types of applications: - For event organisers applying to run a competitive event (e.g., a timed Hillclimb, Race, Rally etc.), or a non-competitive version of a competitive event (e.g., Test ‘n’ Tune, untimed practice day), the application, supplementary regulations, entry form and permit fee is required under NCR 64 to be sent in a minimum of one month prior to the event.
- For social activities (e.g., Show ‘N’ Shine, Social Run) the event organiser can send the application to the permit administrator up to 48 hours prior to the event.
What if I don’t have any officials?Contact your local Sport and Club Development Officer, or even other clubs who may be able to appoint and help out for the event. When do I need a Certificate of Insurance (COI)?Event Organisers may need a Certificate of Insurance if a landowner or local authority requests that they are listed as an interested party. A COI should be requested as soon as practical before an event so that the document can be processed by CAMS Insurance Brokers. When will I receive my Event Permit?An event permit will be issued only when the permit administrator has received the pre event documents and payment. Usually this will take place eight (8) working days before the event, but can be delayed if certain required documentation hasn’t been received and approved. The CAMS policy is to email the permit to the Event Organiser listed on the Permit Application Form, unless otherwise requested. What Event Organiser Forms do I need?All the forms are listed is the Event Organiser Forms section of the website, set up by discipline. What is the Safe Event Package?There are two CAMS Safe Event Packages. One is available for non-competitive activities, and one is available for Motorkhana and Khanacross events from club to State level. These packages provide assistance for organisers in assessing and controlling the common risks at these types of events, these packages are available in the Event Organiser Forms section of the website.
